Since Summer 2001, Sacramento's Juneteenth Festival has
celebrated and educated the community about one of
America's most important acts of legislation: The
Emancipation Proclamation. Signed into law in 1863, the
Emancipation Proclamation declared that all those
enslaved were now free.
